Virginia strengthens nursing home oversight with new staffing and digital systems
RICHMOND, Va. (WVVA) - Governor Glenn Youngkin hosted an event on January 13th to recognize accomplishments under Executive Order 52, which strengthened oversight of Virginia’s nearly 300 nursing homes.
The initiative, launched in August 2025, has delivered measurable improvements in staffing, systems modernization, and transparency across the Virginia Department of Health’s Office of Licensure and Certification.
Key accomplishments
Staffing improvements: Between July and December 2025, 21 Medical Facility Inspector positions were filled, and overall vacancies declined from 28 to 11. The state has filled 40 total OLC positions since July 2025. A new Northern Virginia regional office was launched to improve recruitment and retention.
Digital complaint system: VDH launched a new public Complaint Portal enabling digital submission of complaints from residents, families, staff, and advocates. The system automatically generates reference numbers and streamlines tracking.
Increased transparency: VDH added a prominent link on the OLC website directing the public to federal nursing home quality data, including inspection histories and facility performance metrics.
Advisory board: Governor Youngkin established the Nursing Home Oversight and Accountability Advisory Board to elevate standards and promote resident-centered care. The board is expected to release recommendations this month.
Next steps
Following the event, VDH leaders will begin a statewide media tour to share progress with communities across Virginia.
