WV Senate passes charter school bill

CHARLESTON (WVVA) After a lengthy debate Monday evening, the West Virginia Senate passed SB 14, the Public Charter Schools Act by a vote of 18-16.

The legislation would allow for public charter schools in the mountain state and develop a framework under which the schools would operate. Currently, West Virginia is one of eight states that do not allow charter schools.

The bill would authorize the creation of two charter schools per year for the next five years. The state's Board of Education would develop a "performance framework" and set "forth the academic and operational performance indicators" and require " performance targets set by a public charter school."

Last month, Senate Democrats thought they killed the bill in committee, but Republicans resurrected it on the Senate floor.
