WASHINGTON (WVVA) - Citing "small town" values among her attributes, President Barack Obama formally nominated a Summers County native to replace outgoing Health Secretary Kathleen Sebelius.

Sylvia Mathews Burwell, Obama's current director of the Office of Management and Budget, officially received the nomination from Obama during a news conference outside the White House Friday morning.

Sebelius formally announced her resignation at the same news conference. Obama praised Sebelius' work as Health Secretary during the rollout of the Affordable Care Act, which got off to a rocky start full of technical glitches.

The White House says more than 7 million citizens are now signed up for health care under the new law.

In introducing Burwell, Obama praised her as a "proven manager" and said her "small town" upbringing in Hinton has helped her bring common sense and care for others to the complex challenges facing her office.

Burwell received unanimous confirmation when nominated last year for the Budget Director position. Obama said he hoped for another swift approval.

Sen. Joe Manchin released the following statement on the nomination:

“I am so pleased that Sylvia Mathews Burwell, a native West Virginian and current Director of the Office of Management and Budget, has been nominated as the next Secretary for the Department of Health and Human Services. Sylvia’s experience in both the public and private sector, matched with the bipartisan relationships she has built over the years, shows that she is a public servant ready to take on this country’s challenges. I am confident that her leadership will ensure that we enact commonsense fixes to the Affordable Care Act to help improve the lives of millions of Americans. “I also sincerely thank Secretary Kathleen Sebelius, whom I proudly served with as governor, for her service and unwavering dedication to the health and well-being of all Americans. I join all my colleagues in wishing her all the best in her future endeavors.”

U.S. Rep. Nick Rahall said the following:

“Sylvia's practical approach to public policy combined with her genuine compassion for family needs will well serve our State and Nation. West Virginians can be proud that the values we hold so dear and instilled in Sylvia early on will be put to work in this important federal partner that touches so many families in our State.”
