Two charged with neglect after child found in cold vehicle

BECKLEY (WVVA) - Two people have been arrested for leaving an infant unattended in a cold vehicle.

The incident occurred Monday at the Southern West Virginia Clinic on Stanaford Road in Beckley, when employees arriving to work found two adults passed out and an unattended 8-month-old child in a car in the parking lot.

Jennifer Zink, 31, and John Skaggs, 56, have both been charged with child neglect. Police say the two were mostly unclothed in the car and admitted to having sex before passing out in the vehicle.

Zink said they originally pulled into the clinic parking lot because their car broke down.

Zink told police the child was hers. Police said Zink appeared to be intoxicated.

Both suspects are currently in Southern Regional Jail. The infant is in the care of Child Protective Services.
