W.Va. education bill targets calendar, teacher hiring

CHARLESTON, W.Va. (AP) -- West Virginia would change the way it sets public schools calendars and hires and re-assigns teachers under legislation from Gov. Earl Ray Tomblin.

The governor's much-awaited education bill debuted Monday in the Senate. Tomblin also proposes requiring pre-kindergarten statewide as well as college readiness coursework.

The 179-page bill offers loan assistance to teachers who serve critical need areas. It also allows for the Teach for America program to come to West Virginia.

Under another provision, the state schools superintendent would still need a master's degree. But it would no longer have to be in education administration. The state Board of Education requested that change.

State officials are tackling education in the wake of an audit that found the system heavy on bureaucracy and detailed rules but lacking in student performance.
