CHARLESTON, W. Va (WVVA)- West Virginia Governor Earl Ray Tomblin gave his annual state of the state address in a packed statehouse on Monday.

The Governor's speech covered hot button issues from drug abuse to the state budget and education reform.

One of the big announcements the Governor made during his address was that of a new state budget which would include no new taxes.

Perhaps his biggest statement of the night stemmed from the state's student achievement evaluation.

Governor Tomblin added that his first act in bettering education in the state of West Virginia will be to draft legislation which will require every county to offer a full day four-year-old preschool program within three years.
