Senate Rejects Electoral Changes

RICHMOND, Va. (AP) -- Legislation that would have scrapped Virginia's winner-takes-all method of apportioning its 13 electoral votes in presidential elections is dead.

The Senate Privileges and Elections Committee voted 11-4 to kill Republican Sen. Bill Carrico's measure despite an effort to amend it on-the-fly to make it more palatable.

Originally, Carrico proposed awarding electoral votes by congressional district with one each going to the candidate who wins the district.

Tuesday's revisions would proportionately apportion the 13 electors according to the percentage of the statewide popular vote.
