PEARISBURG, Va. (AP) -- Glen Lyn's town manager and a nonprofit he heads are under investigation by the Virginia State Police.

State police spokeswoman Corinne Geller tells The Roanoke Times that citizen complaints prompted the investigation.

A group called Concerned Citizens of Giles County has called for an investigation for five years.

The citizens group alleges that Town Manager Howard Spencer and county officials haven't accounted for the use of town and county equipment and labor in housing and civic improvement projects involving the Partnership for Excellence. Spencer is the nonprofit's executive director.

The group also alleges that Spencer failed to use state grant funds to properly reimburse the county for its contributions to the projects.

Spencer says he has nothing to hide and welcomes the investigation.
