9 arrested in post-storm generator thefts

SOUTH CHARLESTON – During the recent Derecho Storm which hit West Virginia, the West Virginia State Police witnessed many acts of kindness and selflessness.  However, unfortunately there were several people within our State who decided to take advantage of the storm by stealing generators and committing other criminal acts.  The theft of generators across our State hampered efforts to restore utilities and lines of communication.  In total, thirty-nine (39) generators belonging to private companies and individuals were reported stolen to the West Virginia State Police.  As of today's date, five (5) of these stolen generators have been recovered, resulting in the arrests of nine (9) suspects.  The following suspects have been arrested for crimes related to the theft and/or possession of generators:

  • Mr. Jason D. Woods, DOB 11/29/75, from Nitro, West Virginia
  • Ms. Shannon P. Conley, DOB 12/16/77, from St. Albans, West Virginia
  • Mr. Robert D. Buzzard, DOB 06/15/74, from Boone County, West Virginia.
  • Mr. Jason E. Clay, DOB 11/04/82, from Boone County, West Virginia
  • Mr. Teddy R. Gill, DOB 01/19/80, from Crab Orchard, West Virginia
  • Mr. Phillip D. Goff, DOB 04/20/66, from Lester, West Virginia
  • Mr. Robert J. Goff, DOB 11/08/64, from Lester, West Virginia
  • Mr. Arland Toler, DOB 11/07/64, from Hanover, West Virginia
  • Mr. Troy Landon Cline, DOB 04/21/86, from Oceana, West Virginia
  • NOTE: An outstanding warrant exists for Mr. Bryan Spangler, DOB 05/06/73, from Hurricane, West Virginia.

"While many West Virginians were suffering without power and phone services during the recent storm, several miscreants within our State decided to prey upon the misfortune of others.  While crews worked tirelessly to restore utility services, they continually encountered setbacks due to commission of these criminal acts.  The public needs to be made aware of these people within their communities who hampered emergency and disaster response efforts.  These people valued the desires of self over the critical needs of others.  I encourage anyone who has information concerning these criminal acts or other criminal acts to report the information to the West Virginia State Police in the most expedient manner." – Colonel C. The West Virginia State Police is requesting that anyone with information relating to stolen generators to contact either their local State Police Detachment by phone or submit information through www.wvcrime.com.  Information may be submitted anonymously.
