W.Va. mine regulators slow on inspections, permits

CHARLESTON, W.Va. (AP) -- West Virginia mine regulators are failing to meet their agency's goals for timely inspections and permits. But there are differing views as to the culprit.

Legislative auditors blame turnover and a relatively high number of vacancies for the delays at the Division of Mining and Reclamation.

But division Director Thomas Clark faults heightened scrutiny by the U.S. Environmental Protection Agency since President Barack Obama took office in 2009.

Clark said permits issued in 2008 took 231 days on average to process, compared to 515 days last year.

He also cites a surge in Freedom of Information Act requests. His office counted 318 requests in 2008, 708 requests in 2011 and 431 this year as of June.

The auditors are reviewing the factors raised by Clark for a follow-up report.
