A non-partisan research and education policy group found that West Virginia's public education system is among the nation's worst.
A report from the National Council on Teacher Quality ranked the state 41st in the country for its education laws, giving it a grade of D+.
The Charleston Gazette says the report found a lack of teacher accountability, that West Virginia shields bad teachers and fails to retain good ones, and has no system to ensure that educators have mastered the subjects they are paid to teach.
The report also said teacher tenure is virtually automatic and it is almost impossible to fire a bad teacher.
The report suggested West Virginia teachers be evaluated annually with student learning being the main factor.
