MARTINSBURG, W.Va. (AP) - An Eastern Panhandle schoolteacher has been suspended without pay after authorities in Virginia charged him with electronic solicitation of a minor. Thirty-year-old Keith Randy Kishbaugh of Martinsburg taught fourth grade at Eagle School Intermediate. The alleged victim was not a student in Berkeley County.

DAVIS, W.Va. (AP) - West Virginia authorities are investigating a kayaking accident on the Blackwater River that killed a Maryland man. The state Division of Natural Resources says 20-year-old Robert Norr of Gaithersburg, Md., was trying to navigate Flat Liner Falls Sunday when he pinned under a rock.

CHARLESTON, W.Va. (AP) - A council that oversees West Virginia's mine reclamation funds is calling for a tax increase on coal companies to provide more money for cleanups. If the increase is approved, a Department of Environmental Protection says it would provide an additional $17.4 million next year to clean up abandoned mines.

CHARLESTON, W.Va. (AP) - A Cabin Creek man accused of biting part of a fellow inmate's nose off has pleaded guilty to malicious wounding. Sentencing for Roy Anthony Harvey has been set for Feb. 9.
