Thirty-year-old Keith Randy Kishbaugh of Martinsburg taught fourth grade at Eagle School Intermediate. The alleged victim was not a student in Berkeley County.
DAVIS, W.Va. (AP) - West Virginia authorities are investigating a kayaking accident on the Blackwater River that killed a Maryland man. CHARLESTON, W.Va. (AP) - A council that oversees West Virginia's mine reclamation funds is calling for a tax increase on coal companies to provide more money for cleanups. If the increase is approved, a Department of Environmental Protection says it would provide an additional $17.4 million next year to clean up abandoned mines.
