WHEELING, W.Va. (AP) - Wheeling officials are trying again to come up with a winning economic development plan for the downtown.
Valley Ventures executive director Lou Stein says a lot of people have doubts since local officials have entertained two other plans since 2000. The most recent was in 2008.
Stein says in order to make people believe, they have to see some progress.
The difference between his plan and the others is government dollars won't be used. The estimated $15,000 cost will come from private donations.
Stein says he should have a plan by the end of the year, and it will take at least three years to implement.
He says the goal is to fill every vacant building in Wheeling's downtown.
