
The investigation revealed that Armstrong worked as a "middle-man" by facilitating deals between his sources of supply and drug users in the Paint Creek area of Kanawha County. In exchange, Armstrong would receive quantities of pills and cash. On June 5, 2008, Armstrong coordinated a drug deal between his two sources of supply and the confidential informant. The deal took place at the Paint Creek fishing pier. The participants were arrested by law enforcement soon after the deal was completed. Upon arrest, task force agents located all of the pre-recorded buy money used in the controlled drug deal on Armstrong's person. Subsequently, Armstrong admitted to acting as a middle-man on several prior occasions. At sentencing, the Court considered Armstrong's two prior felony drug trafficking convictions and sentenced him to 30 months in prison.
